These clips are for adding plywood between the steel studs so you can strengthen the wall to hang a towel rack or grab bar,
Made by Johnson Hardware. There are 40 clips. Instructions are included.

You will need to buy flat head screws for the plywood. They provided pan head screws in lieu of flat head screws.
Concerning the self-drilling screws attaching the bracket to the steel studs. There are only 23.
You will need to buy more, or you can use a machine screw and nut like I did.
