This performance work statement (PWS) defines the technical support required by Commander, Naval Air Force Reserve (CNAFR) for support of the Navys automated Logistics System called Relational Supply (RSupply). RSupply provides the U.S. Navy with on-line inventory, logistics, and financial management tools and provides Navy personnel with quick, convenient access to data. This data is required to perform functions related to ordering, receiving, issuing necessary supplies and services, maintaining financial records, reconciling supply, inventory and financial records. <br>

2.0 REQUIREMENTS <br>
<br>
2.1 The candidate will provide RSupply system services and conduct/monitor processes essential to inventory and financial management. <br>
<br>
2.2 The candidate shall conduct RSupply system process training. <br>
<br>
2.3 The candidate shall perform stock control functions for Relational Supply (RSupply) Automated Information System (AIS) management to include ordering, receipt processing and file/database management for the following automated file systems: Stock Item Table (SIT) and Active Requisition Table (ART) for consumable items. <br>
<br>
2.4 The candidate shall generate, compile, and submit external reports, for the monthly Type Commander (TYCOM) goals, Material Financial Control System (MFCS)-Transaction Item Reporting (TIR), and Transmittals/Budget OPTAR Report (BOR), maintain Validation Tables, coordinate program processing, release Automatic Reorders, and process incoming batch Status/Change Notice and Material Obligation Validation (MOV). <br>

2.5 The candidate shall provide Functional Area Supervisor (FAS) functions and will serve as the stock control Point of Contact (POC) for all RSupply matters. FAS functions include complete access to all subsystems within RSupply. Contractor will be thoroughly familiar with all technical matters pertaining to the RSupply Site, knowledgeable in the areas of Physical Inventory, Logistics/Financial Management, RSupply Query, RSupply Utilities and file functions, and establish RSupply user accounts, control user access and initiate RSupply Trouble Calls as required. <br>

2.6 The candidate shall provide the Aviation Support Division (ASD) with RSupply support which includes responsibility for Optimized Intermediate Maintenance Activity (O-IMA) AIS management, SIT/ART maintenance, suspense processing, and resolving MFCS Un-Reconciled Balance (URB) and Unmatched Stock In Transit (SIT) transactions for repairable items. <br>

2.7 The candidate shall monitor RSupply database capacity and initiate database purge requests as necessary. <br>

Candidate must be proficient in Red Hat Enterprise Linux (RHEL) 4, Sun Solaris, Windows 2000 and XP operating systems.  Will be required to build and patch operating systems, as well as perform system security lockdowns as required by JWFC ADP Security Officer to include troubleshooting and isolation of problems that are created during installation.   Assist in isolation and troubleshooting of operating systems, installing applications, and providing solutions to operational problems.  Builds, operates and manages mail, web and data file severs used during training exercises and events at JWFC.   Candidate may be required to write procedures and programs to automate repetitive processes.  They also need to be capable of compiling and installing applications required by the customer.<br>

Required Skills:  Must have 2 years experience with Samba, NIS, DNS, network file systems, web and mail servers.  Candidate needs experience with the creation and maintenance of user accounts to include the limitation of capability and access. Also, they need experience with network security to include firewalls and virus protection software.  Must have experience with the resolution of problems related to hardware and software, both application and operating systems.  <br>

Preferred Skills:  Experience with the installation and management of Oracle (Version 9 and 10.)  Knowledge of modeling and simulations systems used by US military. This performance work statement (PWS) defines the technical support required by Commander, Naval Air Force Reserve (CNAFR) for support of the Navys automated Logistics System called Relational Supply (RSupply). RSupply provides the U.S. Navy with on-line inventory, logistics, and financial management tools and provides Navy personnel with quick, convenient access to data. This data is required to perform functions related to ordering, receiving, issuing necessary supplies and services, maintaining financial records, reconciling supply, inventory and financial records. <br>

2.0 REQUIREMENTS <br>

2.1 The candidate will provide RSupply system services and conduct/monitor processes essential to inventory and financial management. <br>

2.2 The candidate shall conduct RSupply system process training. <br>

2.3 The candidate shall perform stock control functions for Relational Supply (RSupply) Automated Information System (AIS) management to include ordering, receipt processing and file/database management for the following automated file systems: Stock Item Table (SIT) and Active Requisition Table (ART) for consumable items. <br>

FAS functions include complete access to all subsystems within RSupply. Contractor will be thoroughly familiar with all technical matters pertaining to the RSupply Site, knowledgeable in the areas of Physical Inventory, Logistics/Financial Management, RSupply Query, RSupply Utilities and file functions, and establish RSupply user accounts, control user access and initiate RSupply Trouble Calls as required. <br>

Responsibilities: <br>
Review all documentation in contract award file to insure all required documentation is contained therein (i.e. Sole Source Justifications, Full and Open Competition, etc.).  Utilizing the Procurement Information Circular (PIC) exercise discretion and independent judgment, determine proper input into FPDS-NG that will provide the correct information for Federal Government reporting.  In the event award documentation is incomplete or incorrect it will be returned to the Government Contracting Officer with an explanation of corrections required. <br>

Responsibilities: <br>
Analyze augmentation proposals received, including cost and other non-technical aspects of the proposal (e.g., property), and shall provide the completed analysis for the Grant Officer's consideration.<br>
Track and maintain incremental funding profiles.<br>
Perform SOW reviews; analyzing proposals received, including cost and other non-technical aspects of the proposal (e.g. property, safety, environmental); conducting cost/price analysis; drafting pre-negotiation position recommendations for review and approval by the Contracting Officer.<br>
Monitor contract performance to ensure all SBIR/STTR contract deliverables are submitted pursuant to their delivery schedule and in compliance with contract requirements.<br>
Negotiates, administers, extends, terminates, and renegotiates contacts.<br>
Formulates and coordinates procurement proposals.<br>
Evaluates or monitors contract performance to determine necessity for amendments/modifications or extensions, and compliance to contractual obligations<br>
Recommends approval or rejection for requests for deviations from contract specifications and delivery schedules.<br>
Evaluate quotes; provide analysis of price reasonableness when required; negotiation and award of purchase orders.<br>
Apply conventional practices and methods to make either competitive or sole source simplified acquisition awards and/or awards against established contracts and agreements.<br>

BA or some college with 5-7 years Government contracting experience. <br>
Extensive knowledge of FAR required. <br>

Participate in audits and assessments performed annually by NG Internal Audit, DSS and US Navy Security Organizations, including: Supship NN, NAVSEA Security, Naval Reactors and NCIS. Conduct classroom training sessions on the completion of Security Clearance Request Form and Questionnaire and the use of the Visitor Pass Office (VO) system. Use communication skills and procedural knowledge to assist employees, customers, and visitors with inquiries regarding security clearances, visitor processing, or any Access Center operation. Responsible for the operation of a security badge and credentialing system in either an Enrollment or Issuance capacity. The Operator will also interface with the sites physical access control system to activate the badge so it can be used for physical as well as logical access. Provide an atmosphere that fosters courteous, respectful and pleasant interaction with each client employee and visitor as perceived from their point of view; present a good image of the client and its security department.
