Requirements: Must be a US citizen. Requires an associate's degree in drafting/engineering technology, or equivalent experience in design/drafting, plus a minimum of five years of relevant experience. Naval marine experience is desirable. Candidates must have a broad knowledge of advanced design/drafting methods and concepts, and must be familiar with basic engineering, design or other principles relating to a specific area of work. Effective communication skills are essential. Should be proficient in use of all applicable CAD equipment. Must be knowledgeable of all applicable MIL-SPEC/STD's. May require the ability to physically access a wide variety of work sites, including those aboard ships under various stages of construction or overhaul, including the use of vertical and inclined ladders, and may involve limited kneeling, stooping, standing, etc. Must have 5 years experience as a Design Technician and 2 years experience with Analytical skills. Two years experience? The only way a land surveyor can earn an (S.I.T.) is to either attend college or work in a responsible position for at least seven years. The experience route is task dependent also. One year of construction layout counts as one quarter of a year. That's right... 28 years to earn one-half of a land surveyor's license. A maximum 4 years additional wait to take the remainder of the exam.<br>

<description><![CDATA[The System/Maintenance Engineer manages all systems engineering, systems related project management activities and duties of a Maintenance Engineer after revenue service. Manage HRT staff, contractors and consultants by providing general leadership on systems engineering projects and activities. Develop performance goals, monitors progress and evaluates staff and individual performance for HRT. Develop performance goals, provides direction, monitors progress and evaluates consulting staff in conjunction with the consulting project manager. Provide technical expertise in the creation and review of project design criteria and design activities. Assures that department functions are adequate to meet internal customer needs.   Manages all system engineering or maintenance engineering activities including defining project goals and supervising consultant design activities. Ensures design criteria and contract document requirements are met and projects are completed according to budget and contract specifications  Evaluates and selects external consultants, contractors, and vendors (i.e. light rail vehicles, traction power substation, ticket vending machines, signal systems, etc.) based on project needs using various project procurement methodologies for system projects.  Manages the project budget. Develops annual budget plans for programs and goals. Coordinates project activities with other internal departments to ensure their needs and expectations are met with regards to project designs and construction requirements. Supervises all procurement processes. ie, light rail vehicles, traction power systems, signal systems, communications systems, facilities and other owner provided projects.  Manages and coordinates system integration and system safety certification of all procurements for light rail vehicle, traction power, signals, communications and facilities as well as system integration and system safety certification for new light rail lines and extensions.  Writes activity plans, procedures and tests as required by HIRT and/or local, state or federal agencies. (ie. Integration Test Plan, etc.) Required Knowledge, Abilities, and Skills essential to lob Functions:  Ability to communicate effectively in English both orally and in writing; must clearly and fluently speak and read the English language.  Proven ability to effectively work with others in an operating and unionized environment.  Knowledge of Operating, Maintenance and Safety Rules and Regulations pertaining to Light Rail Systems.  Training and/or Education:  Bachelor's Degree in Electrical Engineering.  Required Experience:  Five years project or management and design or design management experience including budgeting, scheduling, change order implementation and contract management experience is required. Design or design management experience should include train signaling, traction power, vehicle procurements and/or other systems for light rail systems. Five years progressively more responsible experience, with demonstrated competence in managing engineering projects, particularly railroad or rail transit projects, is preferred. Professional Engineering (PE) Registration in Virginia and light rail transit project experience is desired. Must be skilled in written communication OR an equivalent combination of relevant education and experience.  VA Driver’s License with a good driving record required. <br>

FIELD SECTION - Incumbents are assigned responsibility for geographical area in the yard. Coordinates Programmed Auditing of Safety Systems (PASS) program inspections in their area. Participates in preparation, implementation and evaluation of PASS program through collection and analysis of pertinent accident and inspection data. Track discrepant items through to completion. Prepare and disseminate PASS reports. Track discrepant items through to completion. Assist facilities management in development of actions plans to correct items and issues identified by PASS inspectors. Participates in inspections of other areas as assigned by the Team Leader. Enforces proper use of required personal protection equipment. Writes Safety - Health Observation Reports (SHOR's) when violations of safety rules are observed. Maintains record of SHOR's written and ensures that responses are received by the department. Investigates serious and lost-time accidents. Secures the physical area of the accident. Locates and interviews witnesses. Collects, or directs the collection of physical evidence and may take photographs of the scene. Prepares accident reports as directed by the Team Leader; determines the cause, and recommends corrective action to prevent reoccurrences. Reviews Foreman's Accident Reports for appropriate action taken. Reports can be used in workers' compensation law suits. Performs walk-through inspections of assigned area. Observes employees and work areas for violations. Corrects serious problems on-the-spot or red tags the area and stops work until corrected. Writes Safety Discrepancy Reports (SDR's) for less immediate problems. Performs detailed physical inspections of areas or machines based on employee complaints, usually with an expert from trades management. Conducts visual and hands-on inspections of torch equipment and operations and documents all infractions as outlined in the Torch Safety Manual. Explains and demonstrates proper torch safety procedures to violators and other operators, as necessary. Educates employees through safety meetings using movies, slides, lectures, etc., when requested by an operating department. -Analyzes trends through review of PASS inspection results and accident/injury rates. Develops PASS Program audits based on noted trends and other systematic problem areas. Reviews Safety Department documents, procedures, and manuals, and safety related procedures of other departments, for compliance with OSHA standards, yard safety rules, and safety and health regulations. Prepare and present technical reports for customers that include antenna separation and predicted path loss for existing and proposed configurations. <br>
Analyze the effects of inter-modulation caused by non-linear harmonic interference in transmitter or receiver circuitry. <br>
Coordinate with Sr. Engineers to optimize antenna placement on sites in order to maximize leasing revenue opportunities and minimize RF interference. <br>
Coordinate with structural engineering regarding proposed location of tenant antennas from the RF perspective. <br>
Maintain the database and reference library of wireless antenna specifications and catalogs for use by the engineering services department. <br>
Interact with internal and external personnel to identify and resolve RF and structural engineering issues related to job function. <br>
